Update 2021-12-01: Unvaccinated travellers from Spain, Italy, Portugal, and the Vatican City State are now required to take a COVID-19 test within 72 hours before departure and undergo another test as they arrive in Cyprus. This measure does not apply to fully vaccinated or recovered people.
