Update 2021-05-07: From Monday (10 May) stricter measures will be introduced in the city of San Carlos. The opening hours of shops will be severely restricted and reduced to a few days. People under 16 and over 61 are no longer allowed to leave the house.
A night-time curfew between 08:00 p.m. and 04:00 a.m. (local time) does apply in the whole province of Pangasinan.
